Polemic letter by the Va’ad Haklali of Jerusalem about a compromise between the Kollelim of Jerusalem and the distribution of Chalukah money between them, hand-singed by the Tzaddik Rabbi Itzileh Blazer and Additional Leading Rabbis of Jerusalem. 

מכתבי רבותינו הגאונים שי’ ע"ד הפשר החדש אשר אנו דורשים מאת גבאי מדינת אמעריקא וקאנאדא שהם יאשרו ויקיימו הפשר הנהוג עד העת ההיא עוד לשלש שנים. ומכתבים כאלו שלחנו לכל גבאי המדינה"

Apparently, the letter is referring to the dispute with Kollel America, which reached its peak in that year, 1906. 

The letter is signed by the Tzaddik Rabbi Itzileh Blazer, one of the leading ba’alei Mussar and a disciple of Rabbi Yisrael of Salant, the founder of Shitat HaMussar.  Rabbi Itzeleh authored the books Pri Yitzchak, Or Ysirael and Kochvei or. 

The letter is also signed by Rabbi Menachem Mendel Rabin, Rabbi Gedalya Nachman Brother, Rabbi Asher Dov Zussman, Rabbi Asher Zeev Yelinsky, Rabbi Yitzchak Eliezer Charlap and Rabbi Elimelech Perlman.
