The binding leaf has a handwritten note from Rabbi Meir Izrael, Av Beit Din of Bilko: “I bought this with my money … in 1871 in Satmar, the holy Meir Av Beit din of Bilko”. The title page also has a faded stamp of his.
Rabbi Meir Izrael was a student of the Csenger Rebbe (the Menuchat Asher), and he also communicated with the Maharam Schik. At the end of his life he moved to Israel and was appointed a dayan in the Chassidic beit din of Jerusalem. From 1914 he appears signed on letters of the Beit Din together with Rabbi Lipman David Shubkes and Rabbi Betzalel Yeshaya Berenstein. He served as Rabbi of Bilko probably from 1874 (in place of Rabbi Yaakov Kopil Klein, son of the Rebbe of Selish) until his Aliyah to Jerusalem.
The reasons for his departure/escape from Bilko are said to be due to the fear of his fellow citizens of the obligation to enlist; he used to record incorrect details in the birth records, such as changing the age of the children or registering boys as girls. When it was revealed to the authorities, he quickly burned the room where the lists were found and left his city.
