In 1920, the National Zionist Committee was established, gathering all of the Zionist parties and other groups in Israel. The committee received unofficial recognition from the British government and was responsible for dealing with all matters of the Jews of the Land of Israel. Members of the Eida Charedit who were used to interacting directly with the British, could not agree to be part of the Committee, which was led by secular Jews whose interests differed from those of Haredi Jews.

Thus, immediately upon its establishment, attempts were made to separate officially from the Committee, which ultimately took place years later with the establishment of the Eida Charedit as it still exists today. The document before us has 15 stencil signatures (probably from rabbis of the Rehovot HaNahar yeshiva), with the pencil signature of Rabbi Chaim Shaul Davich HaKohen, a sage of Aleppo.
