Rabbi Yaakov Shaul Alisher (1817-1906) was the son of Rabbi Eliezer Yerucham and son-in-law of the Gaon Rabbi Meir Panizel. He was a gadol of Jerusalem sages, and from 1893 he served as the Rishon LeZiyyon, also holding the title of Chacham Bashi. He wrote many books on a variety of Judaic subjects, including Shut Yisa Bracha, Olat Ish, Yisa Ish, Ish Emunim, and more.
