Rabbi Eliyahu David Rabinowitz Teumim (1845-1905) was the rabbi of Ponevezh and Mir (Lithuania) and late in late was asked by Rabbi Shmuel Salant to serve as Rabbi of Jerusalem. He was the father-in-law of Rabbi Avraham Yitzhak HaKohen Kook, and for dozens of years he would wear small tefillin all day. He wrote more than 120 books, only two of which were printed during his lifetime. The others have been brought to late in the recent years.
