Admor Rabbi Refael Blum, Av Beit Din of Kosoy (approx. 1909-2005) was the student of Rabbi Shaul Broch and Rabbi Avraham Shalom Halberstam of Stropkov. After his wedding he established a yeshiva in Michalovce, where his father-in-law lived. After the Shoah he established a beit din for agunot matters in Kosoy and gave heterim to more than 200 agunot. A number of years later he immigrated to the United States and established the Kosoy community there. He was considered one of America’s gedolim and he was contacted from across the American Haredi world.
