The author, Rabbi Hezekaya Shabtai (Yehoshua (1862-1955) was a Shadar, Av Beit Din of the Sefardi community in Jerusalem, successor of the Chacham Bashi in Yafo, and the Chacham Bashi in Tripoli (Libya) and Aleppo (Syria). He wrote Divrei Hizkiyahu, Megillat Sefer, and Takfo shel Yosef (a translation of a work on the sale of Yosef by Rabbi Yosef Shabtai Perachi into Ladino). Some additional writings of his were lost during his lifetime as a result of the riots and events in Jerusalem.
