Halachic response pertaining to Heiter Meah Rabbanim, by Rabbi Avraham Moshe Babad and Rabbi Dov Yitzchak Rabinowitz Av Beit Din of Piatra Neamţ – 1946, a year after the Holocaust.
On one side of the letter, Rabbi Babad asks Rabbi Rabinowitz’s opinion on a man whose wife renounced her faith and whether he needs a Heiter Meah Rabbanim or can remarry anyhow. On the other side is Rabbi Rabinowitz’s letter with his recommendation to obtain the Heiter: "ואם אי אפשר להמציא היתר מאה רבנים אז גם אני מצטרף בשריותא דהא גברא… רק שישליש גט".
The days were those of the end of World War II, which explains why it was difficult to find a hundred rabbis to sign the Heiter.

Rabbi Dov Ber Yitzchak Rabinowitz Av Beit Din of Vaslui (1895-1983) succeeded his fathers in Vaslui and later, as rav of Radovich. In 1938, was appointed Av Beit Din of Piatra Neamţ, by the request of Rabbi Shmuel Tobias author of Yelamed Anavim. Some of his Divrei Torah were printed in Sefer Shut HaRabaz by Rabbi Bezalel Ze’ev Shafran of Bacău.
Rabbi Avraham Moshe Babad (1900-1980) the son of Rabbi Menachem Mendel Babad of Gure Humora, Rav and Chassidic Rosh Yeshiva in Bucovina and Israel. A leading disciples of the Gaon Rabbi Meir Arik of Tarnow. Succeeded his father as Rav of Gura Humora. After the war, in 1948, tried to immigrate to Eretz Yisrael yet was exiled to Cyprus, where he served as Rav of the Camp. Was close to the Chazon Ish. In ca. 1952 was appointed the Rosh Yeshiva of Yachel Yisrael of the Seret-Vizhnitz Chassidut headed by his brother-in-law the Admor Rabbi Baruch Hager.
