Early Psak Beit Din about Siddur Chazakot and Chatzer HaShutafin – handwritten entirely by the Gaon Rabbi Moshe Yart of Rudnik and signed by Rabbi Raphael Zilberman Av Beit Din of Safed and Rabbi Yosef Aryeh ben Rabbi Shlomo Hacohen – Safed, 1877.

The Psak Din tells the story of an exhausting Din Torah pertaining to a Chatzer HaShutafin: "וברוח מערב היינו אצל כותל מערבי שם יהי’ הפתח בהכותל המפסיק הנ"ל אשר דרך הפתח הנ"ל ילכו לביהכ"ס ולהראי’ ילך דרך הפתח הנ"ל לשאוב מים מבור המים… ואין רשות להעמיד שום דבר לפני הבהכ"ס הנ"ל במשך אמה על אמה לפני בהכ"ס הנ"ל".

The Psak Din is signed by the Dayanim:

The Gaon Rabbi Moshe Yart, who was Rav of Rudnik and immigrated to Safed, where he served as Dayan.

The Gaon Rabbi Raphael Zilberman, Av Beit Din of the town for many years and the Shali’ach of the Admor Hazaken of Sadigura for the lighting on Lag BaOmer on the gravesite of the Tana Rabbi Shimon Bar Yochai.

The Gaon Rabbi Yosef Aryeh ben Rabbi Shlomo Hacohen Av Beit Din of Moinasht, Romania. Immigrated to Eretz Yisrael and served as Dayan of Safed and later as Av Beit Din of Rosh Pinah.

In Safed there was a large presence of Kollel Vohlin in general and the Ruzhin Chassidim in particular. It is accepted that all the Chassidic rabbis who served in Safed in the mid-1840s were approved by the Admor Hazaken of Sadigura, who was the president of Kollel Vohlin.
