Some signed by Jerusalem sages like Rabbi Shmuel Salant, Rabbi Yitzhak Blazer (Itzily Peterburger). Some not signed. On disagreements regarding the division of tzedakah coming from outside Israel, and taxation for the communities. The horrifying poverty that was common to the residents of Jerusalem cries out from the bitter and sometimes defiant letters, since even the smallest fraction of a cent from the tzedakah or taxes could determine the fate of a person, whether he would live or die. Different sizes and conditions, generally good.
